What is the PPWR?

The PPWR sets EU-wide rules to reduce packaging waste and increase reuse. It applies from 12 August 2026 and also covers transport packaging such as pallets and box pallets.

Who issues the Declaration of Conformity?

For EPAL Euro pallets, product conformity is evidenced within the stated scope by the EPAL PPWR Declaration of Conformity.

PAKi acts as a distributor and supplies Euro pallets. We ensure conformity, but we do not establish or certify it ourselves.

Outside the open EPAL pool, the manufacturer of the load carrier is responsible under Articles 5–12 of the PPWR and establishes and certifies conformity.

Frequently asked questions about PPWR and managed open pooling

No. PPWR recognises both open-loop and closed-loop reuse systems. The European Commission explicitly identifies the Euro pallet as an open-loop reuse system that can operate without a system operator. PAKi adds a managed service layer to defined customer flows, providing additional control, transparency and operational evidence.

No. PAKi provides managed open pooling services and supporting operational evidence for defined flows. The responsible economic operator remains responsible for determining which flows are in scope, assessing applicable reuse targets and reporting requirements, and evaluating final compliance.

PAKi supports Euro pallets and box pallets within its managed pooling services.

For pallets already placed on the market before 12 August 2026, the latest European Commission PPWR FAQ confirms that they can remain in circulation and that the new conformity requirements do not apply retrospectively.

Depending on the specific flow and setup, PAKi can provide operational evidence from managed accounts, including information on pallet movements, balances and returns. Product-level conformity documentation is separate and depends on the relevant load carrier.

EPAL provides the EU Declaration of Conformity for EPAL Euro pallets. PAKi refers to the current EPAL declaration as the relevant product-level conformity evidence and acts as distributor and managed open pooling service provider, not as the manufacturer of the EPAL Euro pallet.
